The vizier institution in the post-Islamic Turkish states was transferred to the Safavids by the Akkoyunlu State. The first person appointed as a vizier was not very effective in running administration system. Because Shah Ismail founded a new institution called Vekil-i Nefs-i Nefis-i Humayun at the same time and appointed a qizilbash amir named Hosein Beg Şamlu to this new institution. Due to Qizilbashes were so effective in the state, vizier was overshadowed by the institution of Vekil-i Nefs-i Nefis-i Humayun. After the Chaldiran Battle, Shah Ismail tried to reduce of the qizilbashes effect in the state but he didn’t manage that. Shah II. Ismail increased his grand’s vizier power. And finally their descendant Shah I. Abbas after a while ascended the throne, killed the Ustaclu Mürshid Kulu Han and abondoned the Vekalat. Thereby, Safavids had a vizier position like in the previous and contemporary Turkish states, after the reduction of the influence of Qizilbas in the state organization. Grand Vizier, known as Itimatü’d dovle, was chosen by people who were considered to be trustworty and well educated. Therefore Iranian (Tajik) was prefered for this function. Also The Tajiks didnt have their own army and they didn’t become the cause of discord and rebellion. Grand Vizier had many important duties, such as dispence justice, collecting taxes and appointing qualified people where necessary. He spent most of his time at the palace, awaiting the shah’s order. During that time he dealth with all business, in terms of decision, reports and letters. This office remained in existence until the Safavids collapsed.
